A cost-benefit analysis conducted by Arthur Rolnick, Federal Reserve Bank of Minneapolis, and published in what has become a well known and highly regarded study, shows that for every $1 invested in high-quality early childhood programs, over $8 are returned to society, with a 16 percent internal rate of return. Other studies have shown as high as a $17 return for every dollar invested in ECE. The benefit returned to society comes in the form of reduced rates of crime, lower grade retention (“failing”) and special education placements, and increased rates of high school graduation and adult earnings.
